There's something very special about a computer with four joystick ports.

As far as I was aware the Atari 400P still has a membrane keyboard. Could this be a 400 with the Cherry Keyboard upgrade (or similar)?

Yes, certainly not an original.

Mind you, one time I found someone selliing replacement 400 keyboards on the web for not much money. I can't remember where right now.

Replace the keyboard with a membrane one and you have an original Atari 400.

I've definitely seen replacement 400 membranes as well, so they're out there somewhere

From my perspective as someone trying to preserve the history I think the keyboard mod would be worth keeping. Period "upgrades" and hacks are interesting in their own right. I'd gladly display it beside one of my original 400s

Yes... I'll bet it would make for an interesting analogue data collection device.
